Head of Referees Department

 

Position: As Head of Referees Department you will be responsible for the policy, organisation and development of refereeing within FFK. This position aims to safeguard and strengthen the quality, integrity and professionalism of referees across Curaçao. You will report to the Technical Director and General Secretary. The Head of Referees Department is responsible for:

  • Leading and coordinating the Referees Department, including setting and implementing the annual development and education plan.
  • Designing, delivering and overseeing referee education, instructor courses and continuous professional development programmes.
  • Managing talent identification and progression pathways (junior → senior → elite) and providing coaching and performance feedback.
  • Developing and applying the match appointments policy; appointing referees and assistant referees for league, cup and tournament fixtures.
  • Monitoring and evaluating referee performance using match reports, observations and data; organising assessments and individual development plans.
  • Maintaining transparent administration of licences, appointments, assessments and match reports and producing timely reports for FFK management.
  • Managing the Referees Department budget and accounting for departmental expenditure.
  • Acting as primary liaison with clubs, competitions, FFK leadership and external stakeholders; representing the department at meetings and official events.
  • Ensuring compliance with codes of conduct and disciplinary procedures and promoting integrity and professionalism among referees.
  • Maintaining and developing international contacts with CONCACAF, FIFA and other associations to facilitate training and international opportunities.

Requirements: Ideally you are a certified referee instructor or assessor recognised by FFK, FIFA or CONCACAF (this is desirable but not a mandatory requirement). You have at least three years' demonstrable experience in refereeing coordination or a leadership role within football, with proven experience in planning, administration, reporting and basic budget management. You possess thorough knowledge of the laws of the game and refereeing procedures in line with FIFA and CONCACAF standards and have experience with the organisation and development of refereeing at local and regional level. You have strong leadership, organisational and people management skills, with the ability to assess objectively and provide constructive coaching. You communicate fluently in Papiamento, Dutch and English; knowledge of Spanish is an advantage. You demonstrate a high degree of integrity and diplomacy and the ability to work with multiple stakeholders. Finally, you are flexible in terms of evening and weekend work as required by match schedules and events, and are willing to undertake occasional local, regional and international travel.
